I wanna put text over my picture or next to it.I am trying to make something cool ! :] but I need help :[

It's actually very simple to put in text in Sony Vegas. You just make a new video track, go to Media Generators, go to Text, choose your text style, and drag it to the video track. You can edit your text from there.

Then just make a new video track on top of the picture Then put the text in then..

Is the video track ABOVE the picture? The video track your using for the text needs to be above the picture. If you wanna move the text, your either gonna have to use Pan/Crop or Track Motion.

Oh... now I see what you did wrong.
You chose a text that has a solid color background. It will NOT work that way! Choose a text style that has a transparent background, like Shadow Text (if you have that)

is it possible to move the picture instead of having it in the middle ?

Yes! You can move the picture! You can move it using Track Motion.
