Some tips -

-Draw from the wrist, not the hand/fingers.
-Use guidelines, it helps a lot. (google manga guidelines tutorial)

The hair...you need to make it a little bit over the base of the head and don't make it look like you just drew bang on there. It needs way more strands. The nose isn't in the center, and I can't tell which way she's facing. Her nose is facing the opposite side of the eye, which makes it harder to tell. Her head is a bit too round, and the left side of her body looks a straight line, and the right is shaped more. The dress has no wrinkles.

-it's not coloured [or shaded, for that matter!]
-Her neck is too long.

-you need to clean up the outlines
-her mouth is literally going straight up. *tries to do it withmy mouth* nope doesn't work. :T
-her nose should face forward, not to the side
