It could mean that the topic was deleted/removed and only people, like the admin, can still view it.

I've gotten the message a few times, and I never see the topic again. :/

It was moved to the basket since it was breaking a rule. I'm really cracking down on the right sections, guys. The basket can only be viewed by staff, which is why you could not see it.
