 It costs a lot of money to run a site like Fantage. It's kind of like life. Parents and other adults pay taxes for things we need, like roads and good schools. Without paying, we wouldn't have those things. Fantage is the same way. Membership pays for the stores (via paying for site storage and artists for clothes and other things), mods to go on Fantage, the domain, the people who run the site from home and work, and more.
