Ok that's probably either he likes you or he thinks your weird. Simplest two definitions. Or he might not be following you OR staring at you, he could be just looking at something else or meeting someone I guess.

like when i'm upstairs watching the girls down he sometimes looks at me!and at recess when i talk to my friend and walk he stares at me!and sometimes follows me and at the recess(we have 2 recess in a day) when we eat breakfast(we eat breakfast at school) he sits in front of me!and stares! If he's staring at your eyes or face, it probably means he likes you- it can be awkward for you, but it's a good sign, because it means he likes your personality and the way you carry yourself. If he's looking down, he's probably just checking out your body, which can be a little bit more creepy if he does it a lot.
