1. get on a server with a lot of people. 2. go to town and wait for someone to say something like "level up at my plc" 3. go there 4. give people stickers and they will give you stickers.
most of the time i give out rare stickers or pretty ones. i don't give people the junky stickers because i think its kinda rude.

^ I recommend giving junky stickers to a side account / other account if I need to.
