It will mean alot to me so I can start drawing again.

The reason I cant do it myself is because My Google,Bing,Yahoo or anything like those aren't working.They work at a certain time.I dont know why it does this but it gets annoying if you really need something.

I use Paint Tool SAI, it's free and it's amazing. You can download it here.

Once you download it, you need to unzip the file.

i think you should really use Paint tool SAI as its one of the best!! but if not i would suggest MyPaint

I use ProCreate on my iPad it costs few bucks it I downloaded from somewhere else for free ;p.

You could use PaintToolSai at first you would be not good of course but then you will improve!
You could use also Mypaint as Terezi said.
AND Photoshop like Abbey but I never tired it so.. yeah.
