i like latale (8/10) and dragonica! (9/10)
both are 13+ but they don't have anything that bad aside from the obvious damns and craps, but it's not that often.

Neverwinter (8/10), TERA (7/10), Spirit Tales (6.8/10. It's unbelievably cute~ ^^), LotRO (5/10), and Mabinogi (6.5/10) are some of the free MMOs and MMORPGs that come to mind. c:
I don't know if Luna online is still up but that was a really cute one. ;o;
EDIT: Dragon Fable was also one I used to play back when I was around 10 or 11. I remember really liking it, plus it was free and in-browser.

^ TERA needs to have this mature age to go on, though. ;A; And I've tried ST. Luna Online only has private servers, it closed down.. Was one of my favorite. ;;

Well, I'll join in and suggest.

Latale - 13ish+ and 7/10

Ragnarok 2 - 12 to 13+ and 6/10 [[ You get bored after a while but I still recommend it. ]]

Lucent Heart - Usual age rate which is 13+ and 8/10 [[ It's fun to meet new people and they have a dance system but the grinding and level system is pretty.. eh.. It closed but it's re-opening on Suba Games. ]]

Dragon Nest - Usual; 12 to 13+ , 7.6/10

My mind is literally blank, I forgot the past games I've played. o-o

The only MMORPG I play now is DragonNest a game hosted by Nexon. It's very fluid and the art style is very reminiscent of anime. It's real cutesy and maybe a bit boring at he begging but things begin to set in after the 50 level quests. (NA version is currently at 50 cap)

Pros:
Beautiful and funny story line and dialogue
Dynamic and fluid Pvp
Probably the best combat system I've used in an MMO. It's very reminiscent of a third person shooter
Gorgeous skills
Not p2win

Cons:
Nexon's a terrible company
The game can have major lag issues if you live on th east coast with a bad computer and are trying to Pvp. Pvp lag is BAD, But I push through
Gender-locked classes
Trolls in Pvp.

This is the only MMO I play now and i love it! 8/10 from me c:
