It's not even an anime, kinda like an OVA! It's about 30 minutes, but basically three girls (witches) are in training and they go on a little mission and it's the cutest thing ever.

I am wondering if this is true but on a website I was looking for anime dvds and found some shocking ratings including PMMM is 16+ not the manga the anime and how is it a horror?

Well, that's not half as ridiculous as Hetalia being TV-MA. I try to find it on YouTube, and they tell me I have to be 21 to watch it. Then I find it elsewhere and it's PG-13 and the very highest.
There are like, 5 instances of swearing in Hetalia, no nudity and no gore. I guess some people are offended by the stereotypes, but come on. It's Hetalia. That's like being mad at Sailor Moon or Madoka Magica because it has magic in it.

Anime rating is messed up. No doubt about it.

I wouldn't be at all surprised if Pokemon was rated R at this point.
